First, the Youth League branch thematic organization meeting
The special organizing life is an important content and key part of the Party history learning and education of the whole league。According to the requirements of the Central Committee of the League, the thematic organizing life will be completed in the following stages:
(I) Pre-session study (24 November - 30 November 2021)
1.The Youth League committee of each second-level college should conscientiously organize youth members to study the contents of the Compilation of materials for the Special Organization of life and Learning of the Communist Youth League "Study Party History, Strong Faith, and Go with the Party" (Annex 1) according to the Implementation Guidelines of the Special Organization and Life of the Communist Youth League "Study Party History, strong Faith, and Go with the Party" (Annex 2)，The methods of centralized group lectures and individual self-study can be adopted。
2.Speech writing
Members should contact their own actual writing experience, generally including learning gains, their own shortcomings, improvement direction and other aspects of the content。Compare the evaluation criteria of the advancement of the members, find out the shortcomings and improve them。Speech materials should be in line with personal reality, real and specific, highlighting the firm ideals and beliefs, promoting collectivism, hard work, stimulate the spirit of struggle and other content;
(ii) The Youth League Branch Meeting (December 1 - December 20, 2021)
1.The Youth League committee of the second-level college and the league branch should grasp all aspects of the organization life in accordance with the guidelines, and carry out the thematic organization life in combination with the evaluation of the advanced nature of the members and the annual education review of the members and the annual registration of the league membership。
2.The organization of life is usually based on the league branch。If the number of members of the branch is large, it can be held first by the league group, the members take turns to speak, and then the league branch as a unit to summarize, and only the secretary of the branch, members, and the leader of the league group will speak at the meeting。If the number of members of the branch is small, it can be coordinated by the grassroots league committee and held jointly by several league branches。
3.The number of participants should be no less than two-thirds of the total number of members of the branch。The league branch that cannot attend the meeting for some reason can take the form of network meeting, and the meeting venue that meets the conditions should hang the league flag。
4.Organizational life can invite the head of the party organization at the same level, the head of the superior league organization to guidance。
5.Organizational life shall be held in accordance with the following basic procedures:
(1) Singing group songs;

6.Organizational life can be combined with the theme of the group day。
7.Keep a record。The organization life should be held before December 20, and relevant materials should be filed and timely input into the wisdom group construction system。
8.The Youth League committee of the second-level college should organize a good demonstration organization life, summarize the experience and practice in the work in a timely manner and promote it, and the special and temporary league cadres should participate in the organization life of at least one grass-roots league branch according to the requirements。
9.Each group organization should attach great importance to, carefully organize, resolutely put an end to fraud, copying experience, pretending, going through the motions and other phenomena, and effectively maintain the seriousness of organizational life within the group。
Ii. Member education review
League member education evaluation activity is a form of league member consciousness education。The purpose is to improve the political and ideological quality of the league members, give full play to the exemplary role of the league members, at the same time, serious discipline of the league, a few unqualified members to make necessary organizational treatment。
(I) Learning, mobilization phase (24 November - 28 November 2021)
The Youth League committee of each college should conscientiously organize the study of the youth members and make clear the importance of the education evaluation of the members。It can adopt the method of centralized teaching group classes and individual self-study, and it can also ask the Party and government responsible comrades to hand over tasks and explain requirements。
(ii) Individual Summary Phase (29 November -1 December 2021)
Each member shall, in accordance with the requirements, summarize his/her learning and work in the past year, as well as participate in various activities and volunteer service activities organized by the school and the league, identify shortcomings, clarify the direction of efforts, and carefully fill in the education evaluation form of the member (Annex 3).
(iii) Democratic comment phase (2 December - 5 December 2021)
Take the league branch as the unit to evaluate each member, fully affirm the achievements, and carry out criticism and self-criticism on the shortcomings。Finally, the league branch will make a comprehensive evaluation of the members (excellent members, qualified members, basically qualified members, unqualified members) based on the personal summary and performance of the members, and timely input into the smart league construction system。
3. Registration of league membership
The annual registration of league membership is the continuous identification of league membership, which is the key link to implement the membership card system and form a new management mechanism for league members。In order to improve the effectiveness of the membership registration work, it is required to register in the smart league construction system according to the evaluation results after the completion of the education evaluation work, and combine the registration with the selection of excellent members。 (I) Registration procedures and standards A. Working procedures
(1) The members of the league branch report the work of the past year to all the league members and accept the supervision of the league members;
(2) The League branch inspects and approves the payment of the league fees of the previous year's league members and collects the overdue league fees;
(3) For members who meet the registration conditions, the sub-League committee shall indicate the registration time in the "Registration" column of the membership card, affix the special registration seal, and return the membership card to them after the registration is completed;
⑷准予注册的团员，才有资格被评选为优秀团员； ⒉注册标准 ⑴符合以下标准方准予注册：
① The membership card is in good condition (no damage, no alteration, with photos), and the annual tour fee payment is normal;
② The education evaluation of the members has reached the above qualified;
(3) Party members and league cadres who retain league membership may participate in the registration of grassroots league organizations;
④ Members with general mistakes, after criticism and education, I do know, and actively ask for registration;
(5) Members who are subject to the punishment of probation may only be granted registration if the probation period has expired and those who have performed well;
(2) Under any of the following circumstances, registration shall be suspended:
① Members who have been disciplined at all levels of the league in the previous year without significant change;
② three months did not pay the tour fee, two-thirds of the league branch activities do not participate in the members;
(3) The educational evaluators were found to be unqualified members;
(3) Registration is not allowed under any of the following circumstances:
① Members who have been expelled from the league;
② Without valid reasons, do not pay the tour fee for six consecutive months, but do not organize life or do not do the work assigned by the tour organization, according to the automatic withdrawal of the tour, not registered;
③ Members who have indicated that they do not wish to register;
④ The membership card is seriously damaged, arbitrarily altered, without my photo。
C. Related Policies
(1) If the members do not go through the registration procedures on time, the league organization should remind them in time. If they cannot be contacted, their registration time can be extended appropriately。In addition to organizational reasons, members who do not register within one year of the required registration period shall cancel their membership cards and be treated as automatic withdrawal;
(2) The suspended registration time is generally half a year to one year, and the suspended registration has not been significantly improved, and those who are assessed by the league organization as not meeting the standards of the members will no longer be registered, recover the membership card, and advise them to withdraw from the group。
4. Job Requirements
(1) The Youth League committee of each college should do a good job of publicity and mobilization before the formal registration;
(2) Combine the registration work with the team member evaluation work well;
(3) After the completion of registration, the Youth League Committee of each second-level college should make a summary of the registration work, fill in the statistical table of league membership registration (Annex 5), and report it to the Youth League Committee together with the summary table of education review (Annex 4)。
(ii) Treatment phase
The individual unqualified members found in the evaluation work shall be suspended from registration, educated and reported to the Youth League Committee for the record as required。
Iv. Submission deadline: December 30, 2021。
It is hoped that the Youth League Committee of each secondary college will conscientiously implement the requirements to ensure the smooth development of the thematic organization life and the education evaluation of the members。
