第一章 总 则

Article 1 These Measures are formulated in accordance with the spirit of the relevant documents of the Ministry of Education of the People's Republic of China and the relevant provisions of the Measures for the Administration of College Student Associations of Anhui Province in order to further regulate the management of student associations, promote the healthy development of student associations, prosper campus culture, strengthen the quality education of students and promote the construction of spiritual civilization on campus。

Article 2 Student associations as mentioned in these Measures refer to the mass student organizations that carry out activities in accordance with their articles of association and are formally registered in order to realize the common will of students and satisfy their personal interests and hobbies, educate themselves, manage themselves and serve themselves。

Article 3 Student associations must abide by the Constitution, laws, regulations and state policies, as well as the relevant provisions of school discipline and regulations。

第四条 学生社团的基本任务

(1) To follow and implement the Party's educational policy, promote students' all-round moral, intellectual and physical development, and improve their overall quality;

（二）开展健康有益、丰富多彩的课外活动，服务和凝聚同学。

Article 5 The student association shall accept the leadership of the Party Committee of the College. Entrusted by the Party Committee of the College, the Youth League Committee shall undertake the daily management of the student association with the support of the College's Student Affairs Office, academic Affairs Office, Foundation Department, Security Department, Logistics Department and other functional departments。

Article 6 The Student Association Federation of Fuyang Science and Technology Vocational College (hereinafter referred to as the association) is the student association management department entrusted by the Youth League Committee of the school, and manages all the student associations of the school (including departmental associations), including the registration, establishment, change, cancellation, etc。

第七条 学生社团的成员应当是太阳集团tyc151(中国VIP)官方网站全体学生。

第二章 学生社团的成立

Article 8 The establishment of student associations (including college and department level associations) shall be examined and approved by the Youth League Committee of the College and put on record with the HKSS. Any association without formal registration or failure to go through the examination and approval procedures shall be an illegal association and shall be banned, and the resulting consequences shall be borne by the parties concerned。

第九条 申请成立学生社团，应当具备以下条件：

(1) Submit to the supervision and management of the school administrative body, acknowledge and abide by these measures and the relevant regulations of the school;

(2) It is jointly initiated by more than 5 students in school, and the initiator must have the basic quality necessary for carrying out the activities of the association, and meet the relevant provisions of these measures on the requirements of the association leader;

（三）有规范的社团名称和相应的组织机构。The name of the student association shall conform to the provisions of laws and regulations, and shall not violate the campus civilization;It should be consistent with the nature of the association and accurately reflect its characteristics;It should have the name of the college (the department level association should have the name of the college and the department at the same time);

（四）有规范的章程；

（五）有具体活动项目；

（六）有健全的管理制度；

（七）具备开展社团活动所需的基本条件。

第十条 学生社团申请时需注意以下三点：1.Apply according to the six categories of manual arts, humanities and academic, cultural and entertainment, sports and fitness, public welfare practice, scientific and technological skills;2.选择挂靠对象，院级社团挂靠团委，系级社团挂靠系团总支；3.同类型社团不重复注册登记。In accordance with the actual situation, each type of association can employ teachers in the school as the association instructor for professional training and management。The name of the association shall be consistent with the nature of the student organization, consistent with its own purposes, accurately reflect its own characteristics, and shall not violate the campus civilization and social public morality。

第十一条 院级学生社团成立的程序

（一）申请阶段：发起人按要求准备申请材料，并交由社联审核。

(2) Preparatory stage: After the approval of the HKCSS, the relevant preparatory work shall be carried out and the preparatory work report shall be submitted to the HKCSS。

（三）审批阶段：社联审核筹备工作报告，并上报院团委审批。

（四）成立阶段：院团委批准成立后，社团宣布成立。

Article 12 The establishment of student associations at the department level shall be approved by the league general branch of each department before submitting the application materials to the HKCSS。

第十三条 学生社团申请材料包括以下内容：

（一）申请书；

（二）《太阳集团tyc151(中国VIP)官方网站学生社团成立审批表》；

（三）章程草案；

（四）发起人和拟任命负责人的基本情况介绍、学生证复印件；

（五）社团指导教师聘任审批表（无指导教师可不提供）；

（六）社团发起人认为需要提交的其他补充性材料。

第十四条 学生社团章程应当包括下列事项：

（一）名称，包括全称和简称。

（二）宗旨，活动范围和活动方式。

（三）学生社团类别。

（四）社团成员资格及其权利、义务。

（五）组织管理制度、执行机构的产生程序及权限。

（六）财务管理、经费使用的原则。

（七）负责人的条件、权限和产生、罢免的程序。

（八）章程的修改程序。

（九）社团终止的程序。

Article 15 The Council shall, within 7 days from the date of receipt of the application materials, make a decision to approve or disapprove the preparation。The association that has approved the preparatory establishment shall, within 15 days from the date of approval of the preparatory establishment, hold a general meeting of all its members, adopt the articles of association, select the executive body and the person in charge, and form a report on the preparatory work。筹备阶段不得以社团的名义收取会费和组织社团筹备以外的活动。

Article 16 The preparatory work report shall include the following contents: the time, place and participants of the general assembly;The adoption of the articles of association;Executive agencies and responsible persons elected by the general Assembly。

Article 17 After the end of the preparatory stage, the Youth League Committee of the College shall make a decision on approving or disapproving the establishment within 7 days from the date of submission of the preparatory work report。经批准正式成立的学生社团应尽快以公告或其他方式宣布成立。

第十八条 以下情况不得批准社团成立：

（一）社团宗旨、活动内容、范围不符合本条例规定的。

（二）校内已经有性质相同或相近的学生社团，没有必要成立的。

（三）申请材料弄虚作假的。

(4) For societies with high safety requirements, basic preventive and safeguard measures are not taken to ensure the normal and safe development of community activities。

（五）社团性质以营利为目的。

（六）其他不适合成立社团的情况。

第三章 学生社团的组织机构

Article 19 The general assembly shall be the highest authority of the student association and shall exercise its functions and powers in accordance with the articles of association. The general assembly shall be composed of all the members of the association。

第二十条 社团会员大会行使下列职权：

（一）选举和更换社团负责人；

（二）审议批准负责人的工作报告；

（三）对社团变更、注销等事项做出决定；

（四）修改社团章程；

（五）监督社团财务活动；

（六）商讨社团发展；

（七）决定社团的其他重要事项。

Article 21 The general assembly of the association shall hold a general assembly every semester, and submit the resolutions formed by the general assembly to the association for approval and record。Resolutions made by the general Assembly must be approved by more than half of the members present at the meeting;Resolutions on changes, cancellations and amendments to the articles of association must be passed by more than two-thirds of the members present at the meeting。

Article 22 The executive body of the association is the organization dealing with the daily affairs of the association under the leadership of the general Assembly. The executive body has a chairman, vice chairman (or president, president, etc.) and Secretary-General, and the department is set up according to the specific circumstances。

第二十三条 社团每年换届一次，新机构必须由选举产生。After the election, the list of members of the executive body of the association shall be submitted to the Youth League Committee of the Association for approval before it becomes effective。社团负责人在换届后两周内必须做好有关移交工作。The new person in charge of the association shall be unanimously agreed by the head teacher, the league branch of the department, and the instructor of the association, and shall be unanimously approved by the league committee of the college。

Article 24 The person in charge of the student association mainly refers to the chairman and vice president (or president, president, etc.) of the student association. The person in charge of the student association shall be elected by the members of the association through the first member congress, and shall be reported to the Youth League Committee of the school after preliminary examination。The person in charge of the student association shall not concurrently be the financial person, and the person in charge of the student association shall accept the management and guidance of the HKCSS。社团负责人原则上不超过3人。

第二十五条 学生社团负责人应具备的条件

（一）思想素质好，责任心强，有大局意识和服务意识；

(b) have a certain work ability and management level, with the basic quality and experience of community work;

（三）专业性较强的社团，负责人需具备相应的特殊技能；

（四）学习成绩优良；

（五）身体健康，能够胜任学生社团的工作。

Article 26 Under any of the following circumstances, a person shall not serve or continue to serve as the person in charge of a student association:

（一）在校期间曾受过记过以上处分的；

(2) the person in charge of the association who has been removed from office for violating relevant regulations or the association has been declared dissolved and should bear the main responsibility;

（三）有学业预警的；

（四）其他不宜担任社团负责人的情况。

第四章 学生社团的成员

Article 27 Students have the right to freely join or withdraw from any association in accordance with its statutes, and all members of the association are equal in the enjoyment of rights and the performance of obligations。

28th association recruit new members: in principle, the student association should recruit new members within the unified time stipulated by the association, the unified time for new members is the first month of the new academic year;Student associations at the college level shall apply to the HKCSS for approval in advance if they want to recruit new students on their own, and shall not recruit new students without approval。

第二十九条 学生社团成员的权利

(1) Understand the articles of association, organizational structure and financial system of the student association, and have the right to participate in the formulation, improvement and modification of the activity plan of the association;

（二）有参与本社团活动，使用本社团活动设备器材、场地的权利；

（三）有权监督本社团的工作，对社团的管理和活动提出批评和建议；

（四）享有社团章程规定的选举权和被选举权；

(5) The person in charge and the member of the student association who violates these Measures and relevant regulations and damages the interests of the collective or the member shall have the right to report to the Youth League Committee and the student Association Federation of the School。

第三十条 学生社团成员的义务

（一）遵守学生社团章程及内部制度，维护本社团的团结和荣誉；

（二）接受学生社团的定期注册，并缴纳会费；

（三）积极参加学生社联及本社团组织的各种活动。

第五章 学生社团的监督管理

Article 31 The student association shall be in charge of the Youth League Committee of the College, and the Social Association shall exercise the management power, and all the student associations shall carry out their work under the leadership of the Youth League Committee of the College。

第三十二条 学生社团分为院级和系级。The college associations shall be directly supervised and managed by the HKCSS;The general branch of the department is responsible for guiding the daily work and activities of the department-level associations, while accepting the supervision and management of the Federation。

第三十三条 社联负责下列监督管理工作：

（一）负责学生社团的成立、变更、注销的登记和备案；

（二）负责定期召开社团负责人会议，听取社团工作情况汇报；

（三）负责对学生社团实施年度检查；

（四）负责协调学生社团活动的场地；

（五）负责学生社团校内活动和对外活动的审批及督促；

（六）负责对学生社团的指导教师进行资格审查；

（七）负责对学生社团的经费使用情况进行监督检查；

（八）负责对学生社团违反本条例的问题进行监督检查和处理；

（九）负责对学生社团活动开展情况进行监督检查；

（十）负责监督其他保证学生社团正常开展活动的情况。

第三十四条 社联每年10月15日前对所有社团进行注册登记，各社团须如实上报社团情况，过时不注册者，社团将停止活动，严重者以解散论处，会员以退会论处；社团解散后，注销其资格，不得开展活动；注册登记时，须提交上一学年的财务报告、现有成员名单及相关变更情况等。

Article 36 A student association of a college or department shall submit a work plan (general situation of new membership, financial status of the association, planned daily activities, collection of membership dues, etc.) to the association and the general branch of the league at the beginning and end of each semester，During the transition period, the former president and the current president are jointly responsible for the work summary (press release of activities, funds, video and audio materials, etc.) and featured activity materials (one club one product activities, community culture display materials, off-campus fellowship materials, etc.).，学年注册时交由院团委登记归档。

Article 37 The HKCSS maintains student association files, and each association shall be responsible for providing filing materials as required by the HKCSS。

第三十八条 严禁成立“同乡会”一类的组织。Organizations that seriously harm the public interests of the state and society shall be resolutely banned, and the principal persons in charge and those directly responsible shall be given disciplinary sanctions, and those who break the law shall be transferred to judicial organs to investigate their legal responsibilities。

Article 39 Student associations may establish internal publications, which must be approved by the Youth League Committee of the College, and must comply with national laws and regulations, school discipline rules and other relevant provisions。The compilation, printing and distribution of internal publications must pass the examination and approval of the Youth League Committee of the Institute, and the Youth League Committee of the Institute has the right to rectify and suspend the publication of the association publications that violate these Measures。社团刊物未经允许，不得在校外传播。

Article 40 Websites run by student associations must comply with the state network management regulations, and the HKCSS has the right to rectify student websites that violate these Measures。

第六章 学生社团的活动管理

Article 41 The arrangement of daily activities of the association shall be reflected in the plan at the beginning of each semester and reported to the Association for the record。

Article 42 For on-campus activities and external activities carried out by student associations, the application form and activity plan shall be submitted to the HKCSS more than one week in advance, indicating the content, time and place, number of personnel, funding of teachers, safeguards, etc., and can only be carried out after approval。

Article 43 The procedure for examining and approving the application form of association activities is as follows: the association at the college level submits the form to the office of the Federation of Social Affairs, and the office submits the application form to the presidium of the Federation for review and approval by the teacher in charge of the Federation of Social Affairs before it can be carried out;Activities carried out by department-level associations can only be carried out with the approval of the department's league branch。重大活动还须报请院团委审批。

Article 44 All activities carried out by the student associations of the department shall strictly implement the relevant provisions of these Measures, and within one week after the end of the activity, the detailed summary of the activity (plan, press release and other written materials, video and audio materials, etc.), financial reports and the safety of the activity shall be submitted to the school's social security Association for record。

第四十五条 所有社团活动应采取必要措施确保活动安全有序的进行。

Article 46th make full use of community activities classes, in addition to occupy education teaching or evening self-study and other time to carry out activities of the community shall apply for leave procedures。

Article 47 Those who do not carry out the characteristic brand activities of the association within one consecutive semester shall be regarded as automatically disbanded and their qualifications shall be cancelled. The fellowship, exchange and tea party within the association shall not be regarded as the characteristic brand activities。

第四十八条 社团活动器材必须妥善保管，由社联监督。Those who purchase valuable equipment or apply for the purchase of equipment funded by the college must be approved by the HKCSS and then submitted to the Youth League Committee of the College for approval。

第七章 学生社团的财务管理

Article 49 The activity funds of student associations shall be based on the principle of combining the support of the school and self-financing。学生社团可以通过收缴会费、社会筹资等渠道自筹经费。

Article 50 The student association must strictly abide by the financial system of the college, accept the supervision and management of the Social association, and submit a complete financial income and expenditure report at the beginning and end of the semester when it is required to submit plans and summaries。学生社团在换届或者更换负责人之前，社联应当组织对其进行财务检查。

Article 51 In order to raise funds for activities, the student association may collect membership fees from its members at the beginning of each semester. The maximum amount of membership fees shall not exceed 20 yuan/person. The specific amount of fees shall be submitted to the HKCSS for approval; otherwise, the fees shall not be collected。除收取会费外，不得再向成员收取其它费用。If there is a real need to increase the membership fee, an application must be submitted to the HKCSS and the fee can only be collected after approval。

Article 52 Where associations raise funds for activities through work-study and other forms of service according to their own conditions, they must obtain the consent of the association and report the income of the funds to the press。For activities organized by the association, additional fees are required. The application must be made to the HKCSS two weeks before the event. The application shall be approved by the HKCSS and approved by the Youth League Committee of the Institute。

Article 53 The financial affairs of a student association shall be specially managed by a person other than the person in charge of the association. When using funds, the user, the person in charge and the financial manager shall jointly sign before spending them。

Article 54 The fund management of the student association shall ensure that the income and expenditure account is kept, the accounts are clear, and the original vouchers are kept。社联将定期进行帐目审计。If the student association's accounts are confused, it will be ordered to carry out financial rectification, and the parties concerned will be given critical education or disciplinary action。社团整顿期间须停止一切其它活动。

Article 55 The funds of the student association must be used for the activities stipulated in the articles of association, and no one may seize, privately divide or misappropriate the property of the student association, nor distribute it among the members of the association。

Article 56 If a student association accepts donations or financial aid, it must report to the HKCSS the information about the acceptance and use of donations and the sponsors, and disclose it to all the members of the association。

第八章 学生社团的变更和注销

Article 57 If a student association needs to change the registration items and record items, it shall apply for registration of the change to the HKCSS within 7 days。学生社团修改章程，应当在7天内报社联核准。

第五十八条 学生社团有下列情况之一的，应当向社联申请注销登记：

（一）违反学生社团章程规定或宗旨的；

（二）会员大会决议解散的；

（三）分立、合并的；

（四）社团被责令关闭或解散的；

（五）学期纳新结束后，社团成员不足10人的；

（六）由于其他原因终止的。

Article 59 Where a student association cancels its registration in advance, it shall submit an application for cancellation signed by the person in charge of the association and approved by the general meeting of its members。社联、系团总支应当组织对其财务进行清算，并出具清算报告书。清算期间，学生社团不得开展清算以外的活动。

Article 60 The student association shall, within 15 days from the date of the liquidation, handle the cancellation of registration with the HKCSS。

第六十一条 学生社团处分注销后的剩余财产，交由社联进行处理。

Article 62 The alteration and cancellation of the student association shall be announced in the form of a public announcement as soon as possible after the application for approval。

第九章 学生社团的奖惩

Article 63 The HKCSS shall evaluate the associations according to their performance in peacetime activities, and select "Excellent student associations" and "Advanced individuals in association Work" from the associations and members with outstanding performance and excellent achievements.。

第六十四条 优秀学生社团的条件

(1) Adhere to the correct political direction, focus on the theme of quality development, creatively carry out community activities, enliven the campus atmosphere, and promote community culture;

(2) The association has a sound organization, a sound system, good management, and the members of the association are enthusiastic and have a strong sense of belonging, honor and responsibility for the association;

(3) The main cadres of the community have excellent character and academic performance, have a deeper understanding of the culture of the community, strong working ability, and enjoy higher prestige in the community;

(4) Focusing on the purpose of the community, actively carry out activities, earnestly complete the tasks assigned by the superior organization, and achieve remarkable results, highly recognized by the majority of students;

（五）参评学生社团须成立一年以上，社团成员不少于10人。

第六十五条 优秀学生社团的评选程序

（一）各社团（包括各系社团）向院学生社团联合会提交申请；

(2) The Student Association Federation of the School will review the application materials submitted by various associations, and organize the defense meeting for the selection of outstanding associations;

(C) In combination with the application materials of the participating societies, comprehensive defense, daily activities and characteristic activities to determine the excellent societies;

（四）将确定的优秀社团材料，报院团委审批。

第六十六条 社团工作先进个人的条件

（一）政治素质好，坚持正确的政治立场和政治方向。

（二）遵纪守法，无违纪现象，品德优良，举止文明。

(3) Actively participate in community activities, join the community for more than half a year or outstanding performance in major community activities。

(4) Love the collective, unite students, have a strong sense of dedication, have a pioneering spirit, and make outstanding achievements in the work of the community。

（五）学习目的明确，刻苦努力，成绩优良。

（六）学生综合素质测评排名在班级前50%。

第六十七条 社团工作先进个人的评选程序

(1) The Student Association Federation of the College allocates advanced individual places according to the proportion of the number of students in each association (including department-level associations) and the development of daily activities (2 additional places can be added for those awarded excellent associations);

（二）各社团组织成员进行申报，并组织综合评议确定候选人；

(3) The Student Association Federation of the College will review the candidates submitted by each association and publicize them after the review is correct;

(4) If there is no objection to the publicity, the candidate materials shall be submitted to the Youth League Committee of the College for approval and stamped on the application form, which shall be kept by each department and stored in the student file。

第六十八条 学生社团有下列情形之一者，社联有权责令其停止活动：

（一）活动范围、内容与社团宗旨、章程不符；

（二）不接受本条例规定及学校社团管理部门的指导；

（三）财务制度混乱；

（四）社团成员的录用违反社团章程的；

（五）组织管理混乱，没有工作计划，不能按时完成相关工作的；

（六）连续两个月社团成员少于5人的；

（七）未完成年度注册工作的；

（八）社团执行机构有严重违纪行为；

（九）未经允许私自开展以盈目的社团活动；

（十）其他应当进行整顿的情况。

Article 69 The registration administration department shall have the right to dissolve a student association under any of the following circumstances:

（一）社团活动有违反宪法、法律、法规和章程的；

（二）未有效制止本社团成员利用社团名义从事非法活动的；

（三）背弃社团宗旨，情节恶劣的；

（四）未能按期办理注册手续，进行整顿后仍未注册的；

（五）连续一学期未开展活动的；

(6) establishing associations outside the school without authorization or setting up offices on campus entrusted by organizations or individuals outside the school, thereby adversely affecting the teaching and life order of the College;

（七）其他违反社团管理相关规定，经整顿而未改进的。

第十章 附 则

Article 70 The association shall be directly responsible for the establishment, registration, plan summary and report, alteration and cancellation, membership fee standards, filing, rewards and punishments, and shall participate in the regular meeting of the association according to regulations。Other work, such as approval of club activities, venue arrangement, equipment purchase, collection of membership dues, use of funds, guidance of teachers, recruitment of new students, publications, websites, etc., are specifically responsible for each department's league branch, but all work should be subject to the supervision and management of the HKCSS。

Article 71 All work carried out by associations at the two levels of the institute and the department shall strictly abide by the relevant provisions of these Measures。

第七十二条 本办法的解释权归院团委。

第七十三条 本办法自印发之日起实施。
